DECLARATION OF LONDON. By Telegraph.—Press Association.—Copyright London, November 18. Sir Edward Grey (Foreign Secretary), replying to lord Balcarres, states that he will not ratify the Declaration of London on the laws of naval warfare until it has been discussed by Parliament. The Chambers of Commerce at Glasgow and Manchester have condemned the Declaration.
