some employers and workers towards awards.: He said, "For weal, or for woe, industrial . matters and - industrial disputes have been for the most part brought under the exclusive jurisdiction of the Arbitration Court, .whose awards,. where lawfully. made, have the force of law. Yet we find a not inconsiderable ; number of employers and workers, although both are represented on the Court, engaged in more or less ingenious attempts to evade their duties and obligations, and when a breach' is sheeted home there is almost invariably a still more • ingenious explanation made, with a view of reducing the penalty explanation, be '■'' it noted, which,: when offered seriously, oftentimes presupposes that the • occupant'- of ■ the Bench is : blessed, or. cursed, whichever you will, with a very low order of intelligence. For the future, unless explanations are a little less. disingenuous/ penal- ; ties 'will- be increased."
