PROGRESS OF THE BILL. CONSTITUTION OF BOARDS. By Telegraph.— Association.— Copyright. (Received August 26, 11 p.m.) London, August 26. In the House of Commons last night a further batch of the Irish Land Bill clauses was carried, according to the closure time-table. The chief discussion related to the incorporation of the reconstituted Congested Districts Boards. Unionists strenuously resisted, but in vain, the introduction of the elective element, which they contended would soon be under the guidance of the league. They added that the distribution of land in face of the conflicting claims of owners of estates and the landless required cool heads, undisturbed by local pressure. Mr. T. W. Russell (Liberal member for Tyrone South) and Mr. Birred (Chief Secretary for Ireland) replied that the elected members had proved a tower of strength to the Department of Agriculture, and the present problem was only solvable with the support of popular opinion.
