GISBORNE OUTER HARBOUR.

[by TELEGRAPH.— CORRESPONDENT.] Gisborne, Monday. At the Harbour Board meeting to-day, Mr. Lysnar moved: " That the necessary steps be taken to place before the ratepayers the proposal to borrow such a sum of money as is allowed by the Gisborne Harbour Board Empowering Act, of 1907, for the construction of an outer harbour, based on the scheme of Mr. Marchant, such amount to be raised by instalments as required, at the discretion of . the Board."

Tho Chairman ruled that a notice of motion was required, but ultimately it was agreed that a special meeting of the Board should be held on January 11, to discuss the proposition.
