A GRAVE SITUATION. TURKS GETTING UNEASY. By Telegraph.—Press Association Copyright. (Received October 2, 1.3 a.m.) ' Sofia, October 1. The Bulgarian Government last night decided not to modify the stand taken on the point in regard to the railway seizure, and also to insist on recognition of a diplomatic character being accorded. to the 'Bulgarian representative at Constantinople. ■ ' (Received October 2, 1.10 a.m.) London, October 1. The Constantinople correspondent of the Times mentions the growing uneasiness among educated Turks at the possibility of Bulgaria shortly declaring her independence, and emphasises firstly that the belief is' based on Sofia telegrams that the Bulgarian manoeuvres supposed to be postponed till 1909 are to be held after all near Eastern Roumelia, and involve the mobilisation of many reservists ; and secondly the apprehension that Pi'inee Ferdinand's mag-i nificent reception during the past' few days at Budapesth is not un- : connected with the rumours, of the Austrian designs for the annexation or permanent occupation of Bosnia. Nevertheless Kiamel Pasha (the Grand Vizier of Turkey) is confident of a peaceful settlement of all questions. .' ' _ -V ■: / ; ALARM IN RUSSIA. (Received October 2, 1.20 a.im) London, October 1. The St.. Petersburg correspondent of the Times says that alarm has been revived by Viennese telegrams foreshadowing the permanent retention of occupied provinces, Russian statesmen, believing that other Powers are interested, have "let sleeping dogs lie," and ! are still hopeful that Austria will be prevented from setting the Balkans ablaze. AN INDISCREET UTTERANCE. London, September 30. The Bulgarian Government has recalled M. Mintchavitch, its London agent, for indiscreetly declaring that personally he considered Bulgaria ripe for independence.
