"SOUND CONCILIA".
[BY TELEGRAPH.—OWN CORRESPONDENT.] Chiustchcrch, Wednesday. The Times, referring to the Hon. J. A. Millar's action in agreeing to preside at the conference of shipowners and the Seamen's Union, says: "It is understood that the Minister has decided not to introduce amending conciliation and arbitration measures; but, if amendments were required a year ago, and two years ago, they are surely required still. The more contentious clauses could be dropped; but we think the Ministei ought to give Parliament the opportunity of making the amendments that are obviously needed. In the meantime, it is not surprising that parties to disputes in the great industries should be anxious to have his assistance in framing agreements, but his experience ought to convince him that tho time is ripe for the introduction of a sound conciliation system."
