NEWFOUNDLAND DEADLOCK. By Telegraph.— Association.—Copyright. (Received Augtist 22, 9.30 p.m.) Halifax, August 22. There is excitement in Newfoundland owing to the announcement that it is intended to submit the fishery dispute to The Hague Convention. Ministers refuse to say whether they concur or not.
. The negotiations between the British and American Cabinets over the proposed modus vivendi for the coming winter fishery recently reached a deadlock, arising from the British Government's inability to enforce the suggested clause preventing the Newfoundland authorities from serving legal processes on board American vessels.
