The prospects of the Peace Conference approving of some form of obligatory arbitration have materially improved since the British delegation agreed to support many of the Portuguese proposals regarding subjects on which the Powers should be willing to submit to arbitration. Britain reserves various subjects which affect extra territorial rights or concern domestic legislation.
