London, May 8. M. de Trooz, Premier of Belgium, has announced that he intends to consult the Chamber of Deputies on the question whether Belgium should annex the Congo Free State.
The Congo Free State is at present an independent State under the Sovereignty of the King of the Belgians. By a convention between King Leopold and the Belgian Government, made in 'lß9o, Belgium was given the right of annexation for a period of ten years, but it was not exercised. In 1901 this convention was renewed for a further period of ten years. ;i
