Practically all of China's foreign Customs and part -of the local Customs revenues are hypothecated for payment of interest oh. foreign loans. Tho Boxer indemnity loan is bo secured, and it was necessary to increase the Imperial Customs to 5 per cent, ad valorem to meet this charge.
