London, December 23. Two thousand Shereefian troops, supported by 1000-cavalry, are nowstationed outside of Tangier to maintain order in the district. They, however, are badly equipped.

Raisuli is concentrating his forces at Zinah.

The Shereefian soldiers are in rags, and in a half-starving condition. They are encamped at a safe spot, with the wall of Tangier between them and Baisuli's men.

Ilaisuli has refused to hold any communication with Sid Mahomed Gabbas (Minister for War), and also has failed to supply the customary tribal contingent and provisions to the army.

It is apparent from the above that heSultan of Morocco has assented to the demand of the Powers that the governorship of Tangier and district, given to the exbrigand Raisuli two years ago. should ho terminated. This demand was made recently owing to Kaisuli's cruel methods of administration, and probably also to his desire to begin an attack on the Christians of Tangier. " Spanish and French warships are lying at Tangier with 1200 men ready for landing ana 1000 additional troops are being sent to the port. These troops doubtless are required to protect the people of Tangier 111 the probable event of the defeat of the Sultan's ill-equipped troops by the rebellious Governor. The Shereefiiia troops are under the command of the Minister for War. They left Fez for Tangier at the beginning of the present month, and were then only 1500 strong.
