LABOUR FOE THE HAND,
THE RECRUITING OF. NATIVES. FAILURE ON THE EAST COAST. By Telegraph.—Press Association.—Copyright. London, September 9. The Johannesburg correspondent of the Loudon Daily News reports that the plan for recruiting natives on the East Coast has been frustrated owing to only one license to recruit being granted to the Robinson Group of Mines. Licenses for a number of recruiting agents are necessary. The Daily News accuses the local administration of the Transvaal of subverting the Imperial Government's policy. The Witwatersraud Native Labour Association has a permit from the Portuguese Government to recruit labour in Portuguese East Africa, but recently has not made much use of it. The Robinson mines abandoned the right to bring out some thousands of Chinese on the Imperial Government getting them permission to recruit in Portuguese East Africa. This permission was obtained, but it would seem the Transvaal Government has placed a limit on the operations under it. ,
