MINIMUM WAGE AND STATE

The Trades Union Congress, sitting at Liverpool, has demanded a mini mum wage of 30s per week for a 48 hourn' week for all Government employees in the London district, and has also unanimously resolved to urge Parliament to nationalise the railways, canals, mines, and all minerals. It was resolved to ask Sir H. Campbell-Bannerman to introduce legislation exempting workmen'sgoods from seizure for rent up to the value of £20.

The Congress to-day instructed the Parliamentary Committee to secure legislation abolishing the system of overtime and empowering public administrative bodies to issue their own credit notes, thus obtaining cheaper money.

It was also resolved that desirable municipalities should be empowered to conduct any works or business ; that no Workmen's Compensation Act «an be satisfactory unless workmen are allowed to commute by a lump sum like employers ; that a system of compulsory State insurance is a necessary corollary to all Compensation Acts; and that legislative proposals applying to workmen shall include shop assistants, warehousemen, and clerks.
