THE NOVOSTI SUSPENDED. By Telegraph Association,—Copyright. • St. Petersburg, July 28. The police authorities of St. Petersburg have suspended the daily newspaper Novosti for having disregarded the orders of the press censor. (Received July 30, 4.49 p.m.) St. Petersburg, July 29. The offence of the Novosti was that the proprietary printed the text of M. Boulyguine's scheme for a Constitution and sent it to the Zemstvos' Congress. The members of the Congress caused copies of the scheme to be circulated throughout the country.
