Diplomatists say that Baron Komura, before accepting appointment as peace plenipotentiary, stipulated for the raising of a new Japanese loan, in view of .the continuance of the war in the event of negotiations failing; the occupation of Saghalien, an advance against Vladivostok, and the striking-of a . decisive blow ill •Manchuria. . The first three of these stipulations have been fulfilled. The fourth stipulation, it is expected, will be observed.
