Owing to the brutality exercised by the gendarmerie in quelling the recent disturbance by students in Moscow, the Municipal Council of the city has decided not to pass the usual vote for the maintenance of the gendarmerie until the perpetrators of the violent attacks on the students have been suitably punished. VIEWS OF THE HOLY SYNOD. (Received January 0, 12. a.m.) St. Petersburg, January 3. The Holy Synod has addressed the Tsar, protesting against " the insensate machinations of certain nobles in attempting to induce the Tsar to abrogate some of his power." The Procurator of the Holy Synod (M. ' Pobedonosteff) says he recognises j that the Tsar possesses all rights save the right to violate his oath to i preserve the autocracy and maintain the orthodoxy of the. Church.
