The Premier, Mr. C'arruthers, in outlining his policy, said the Government opposed the granting of 900 squajre miles as Federal territory. Parliament would be asked if it approved of Dalgetv as the site of the new Federal capital. The Government's programme contained proposals to adopt closer settlement, establish ' a State bank, and amend the electoral law to provide for majority rule. Aftei Sir Harry Rawson's term has expired a Lieutenant-Governor at a reduced salary would be appointed RAILWAY ACCIDENT IN WEST AUSTRALIA. Perth, September 6.
