LABOUR FOR THE RAND.

Capetown. May 21. Sir Arthur Lawley, LieutenantGovernor of the Transvaal, in opening the Legislature at Pretoria, announced with regard to labour for the mines that the Government would allow the citizens to decide, reserving its right to safeguard the interests of the community.
