London, May 13. M. Plaucon, the Russian Charge D'Affaires at Pekin, declares that all Manchuria is open to foreign tra* vellers, and that passports are un« necessary.
It is reported that the inoccupation of the Liaon forts was due to the troops resting there while pro* ceeding south.
(Receive! May 14, 12.2 a.m.) St. Petersburg, May 13. Admiral Alexieff has informed M* Plaucon, the Russian Charge Affaires at Pekin, that the majority, of the Russian troops have evacuated Mukden province.
