Paris, April 22. The election campaign has commenced. There is much excitement. A Radical Republican manifesto advocates two years' military service for all, a labourers' accident insurance scheme, an income tax, workmen's superannuation fund, and makes an energetic defence of individual liberty.
General Mercier was storied and hurt at an election meeting at Fertenbermard.
The French elections take place next month, and are expected to result in a victory for the present Ministry, notwithstanding the efforts of the Nationalists to secure a majority. They have only sprung into prominenco during the last year or two, and include men like General Mercier, the supporters of M. Deroulede, Royalists, and others. Their strength lies mainly in Paris, where they control the Municipal Council. Mercier, it will bo remembered, played a sinister and notorious part in connection with tho Dreyfus case.
