Admiral Sir J- Colomb has'- addressed a memorandum to - Lord Selborne, First Lord of the Admiralty, in which he proposes that Canada and Australasia should provide ~ naval reserve garrisons for Hongkong and Wei-hai-wei u. in the event of war. ; He holds that : there is little fear of warships attacking coaling stations owing to scarcity of ammunition and the limited life of guns.
