GERMANY AND VENEZUELA.

The Government of Venezuela offers £2000 and the value of the cargo for the capture of the vessel Baurigh, -which has been rechristened the Libertador. The steamer has been declared a pirate; ' It is believed that Germany, at the- instance of America, has delayed delivering an . ultimatumto Venezuela until the Venezuelan rebellion is settled.
