THE CLAYTON-BULWER
TREATY

London, October 9. It is stated in official circles in Washington that Great Britain and America have adhered to the underlying principles of the Clayton-Bul-wer treaty. Great Britain has merely been relieved of the troublesome guarantee which America now alone assumes, that the Isthmian Canal shall be at all times neutral and shall be open to all nations.
