! [by TELEGRAPH—rEESS ASSOCIATION.] LE6ISLATIYi~ Tuesday. The Council met at half-past two p.m. PROTECTION OF YOUNG PERSONS. The second reading of the Young Persons Protection Bill was moved by the Minister for Education. He explained that the measure was generally similar to the Bill of the previous years, and contended that there was ample necessity for its passage into law. It would bring parents to a proper sense of their responsibilities. Mr. McLean denied that there was sufficient depravity among young people to justify the introduction of the Bill. If it were adopted liberty would be seriously infringed. Mr. Jones contended that evils did exist which would never be cured till the State took a more lively interest in the welfare of the young. Mr. Bonar could not see the necessity for the Bill, which sought to confer most arbitrary powers on officials. Mr. Rigg suggested the relegation of the measure to a Select Committee, with power to call evidence on the subject. The Bill was opposed by Mr. Shrimski and Mr. Ormond, and supported by Mr. Twomey and Mr. Montgomery. The second reading was agreed to by 29 votes to 6.
The Council rose at twenty minutes to four p.m.
