London, November 3. At a meeting of the Eastern Extension Telegraph Company, Sir J. Pender said that while the Queensland Government still resented the cable rate via South Australia, they declined to pay the guarantee for the reduced tariff; but he had little doubt that the colonists would insist on a change of policy.
