THE SAN FRANCISCO SERVICE.
TO THE EDITOR. Sis, The fact that England has refused to contribute to the maintenance of the San Francisco Service is of itself calculated to open the eyes of our statesmen and our Chamber of Commerce to the true cause underlying that refusal. The British Government cannot be supposed to express its thoughts in plain schoolboy language in the present unsettled state of Europe, but doubtless expects that our leading men and the 1 ress will clearly understand the meaning of their action in the matter. It has already been stated that three of the Cunard liners have been chartered by the Canadian Pacific Railway Companv to run between Vancouver, Sydney, and Auckland. It is surely known that this line will form an important _ part in England's military programme in the event of war. It is also known to those who study the signs of the times, that Russia will, during Gladstone's term of office, assuredly make her final attempt to gain a footing in Constantinople; and as Gladstone may not hold office very long after Parliament meets for real business, next month, Russia may at any moment make a sudden move towards the " door of her house." _ This would necessitate England at once seizing Constantinople, and ever after protect her world-wide trade. This will be done by the Canadian line which, subsidized by the British Government, will act as armed cruisers all over the world. England' 3 part, therefore, in the San Francisco service depends on the immediate attitude of Russia.— I am, etc., " Canada.
