; Paris, September 22. The Siecle says that the Grand Duke of Baden, at the close of the German military manoeuvres, declared that Germany's sacrifices in the interests of peace had failed to propitiate her neighbours, who were only awaiting a propitious moment to Vegin the onset. Germany must regard the future with energy and resolution. The time was again near when they would have to unsheath their swords in the defence of German independence.
This speech has created some sensation in Europe, but it is noticeable that it was not reported in the German papers. THE PASSPORT SYSTEM. Berlin, September 22. The passport regulations in AlsaceLorraine have been relaxed. Paris, September 23. The French press regard the relaxation of the passport regulations in Alsace-Lorraine as an* important sign of pacific tendencies on the part of Germany. . . London, September 23. The Continental press warmly approve of the relaxation of the passport regulations by Germany.
THE RUSSIAN LOAN. Paris, September 22. The full subscription to the Russian loan of twenty millions has been obtained. The average price is 79£, live shillings above the minimum.
RUSSIA AND THE DARDANELLES.
St. Petersburg, September 22. The entire press of St. Petersburg oppose the suggestion that an international conference should be established to settle the Dardanelles queston.
GERMAN CRITICS AND THE FRENCH ARMY. Berlin, September 23. The German military critics give high praise to the behaviour of the French forces at the recent manoeuvres.
ARREST OF FRENCH SPIES. Berlin, September 23. Two French spies have been arrested sketching the walls of Strasburg.
VISIT OF THE CZAR TO BERLIN.
St.'Petersburg, September 22. It is reported that the Czar and Czarina will visit Berlin on October 22 at the invitation of Kaiser William.
