TURKEY AND ROUMELIA. . London, April 11. The Turkish military cordon, recently established round the Roumelian frontier, has been withdrawn. It is explained that the step was taken as a sanitary precaution. GOVERNMENT AND IRELAND. London, April 11. Mr. W. H. Smith, in the House of Commons, stated that it was not intended to introduce an Irish Local Government Bill this session. The Government were prepared to submit such a Bill when the Irish people were ready to receive it with loyalty to the Crown and constitution. THE FISHERIES SETTLEMENT. Ottawa, April 11. Sir Charles Tupper has introduced a Bill providing for ratification of the terms of settlement of the fisheries dispute. GENERAL BOULANGER. London, April 11. .
