SALISBURY'S LATEST SPEECH.

THE CONDITION OF AFFAIRS IN

IRELAND IMPROVING.

London, April 11. The Marquis of Salisbury, speaking at Carnarvon, stated that he had every hope that the peace of Europe would be preserved. Referring to affairs in Ireland, he said that rente were now paid with more freedom, the law better observed, boycotting was becoming rare, and the people were being relieved from tyranny. He stated that some of the worst members of the League aimed at theft as a mode of operation, and often murder was resorted to. He ridiculed the idea that nationality justified a separate politic existence.
