[rhcier's telegram.] London, August 4. Consols have declined by |, to 101$. New Zealand inscribed stock remains at £99 10s. The weekly returns of the Bank of England show the reserve in notes and bullion to be £11,100,000, being £1,300,000 less than last week, and the proportion of reserve to liabilities 38 per cent. The market rate of discount has risen to 2£ per cent. There are no changes to report in colonial breadstuff's and tallow. The stock of tallow in London to-day was 15,300 casks.
