It was agreed to inform M r Flower that the repetition of such ace n » will result in his dismissal. im Conditions of Contkact.— Mr C 9 Wright, Secretary Auckland Builders' Aib ciation, wrote, asking the Board to receive I deputation from the association re conditiom of contract. The association stated that they considered the conditions unfair The deputation being present, thev were received. The deputation We Messrs. Morris (President), Sutherland and Marshall. Mr. Morris stated in detail the objections to the conditions. The depute, tion said that the conditions provided that the Engineer should be the sole arbiter of whether the contractor fulfilled the conditions ; also, that the contractor must satisfy himself as to the correctness of the plans The contractors desired to work under the old conditions. The deputation were re. quested to put their objection in writing and forward same to the Board,—the written objections to be considered by the Works and Tariff Committee. Wh4RFagb.—The question of charging wharfage for material for buttress No. 1 was referred to the Works and Tariff Committee for consideration.

Works an i> Tariff Committee.— Thia committee reported as follows :—" Site for bathing-bouse : The committee recommend that permission be granted to erect bathing house, as r< quested by Mr. Coulthard, subject; to the condition that same be removed within one month after receipt of notice to that effect, and that the local authorities consent to the erection of the bafhing-houae. Alteration of gateway offices, Quay-streat: That the Engineer be instructed to cause the gateway to be altered as required by the city authorities to suit the levels of the footpath. Fire hose and reel for office : That au estimate be obtained by the Secretary and submitted to next meeting of Committee, of the cost of hoee and reel, laying on of water, and the annual charge of water. Pilot ser7Jce: Tkat the consideration of matters in relation to the pilot; service be deferred until the system now in existence has been in operation for 12 months. Receiving and forwarding goods : That the consideration of the matter be de> ferred until next meeting of committee, and that the Secretary report upon the matter to the committee." Captain McSenzie moved, and Mr. Henderson seconded, "That the question of pilot service be referred back to the committee." The amendment was nega» tived, and the clause as printed was passed. The report was adopted.

Finance and Legal Committee.-This coinmittw recommend as folio we:—"Deposit of £13 000 : That the sum of £8000 be deposited on fixed deposit for twelve months. DredgiDg operations : That a bonus of £50 h» paid to Mr. Taylor in recognition of hia extra services in directing blasting operations with dynamite at Railway Wharf, referred toiD letter from Nobel's Explosive Company. Cadetship : That Mr. Laird's salary be at the rate of £S5 per aunum, to date from Ist March, 18S6. Site for Sailors' Home, &c: That the articles and memorandum of association and draft conveyance be approved, and that the area of land be conveyed as shown on plan, subject to the condition that the plans of building shall be approved by the Board before such conveyance is completed." The report was adopted. Accounts. —Accounts to be paid : General account, £553 7d ; loan account, £8962 13s 4d : total, £9815 13a 10J.

Statement of Icxds.—To balance in bank to debit, £509 Ss 9>l ; cash in hand, £36 3s 6d : total, £473 5s 3d Acoounte ordered to be paid as above, £853 03 7d; to balance to debit, £1326 5s 10d ; advance from loan accouur, £5000 : total. £6326 5s 10d. Cash on fixed deposit, £74,000 , advanced to general account, £5000 : total, £79,000. Bell Bkacon. —The Engineer reported that while Mr. Hannaford's boll beacon was practicable, he did not think that there was aoy place in Auckland harbour requiring such a beacon.

Bhoal Bay Reclamation. — The Engineer, Mr. McGregor, submitted a report and plans of reclamation of Shoal Bay. Hβ recommended the B jard to begin by forming the embankment between Stanley and Onepoto Points with the mud now beiag dredged from the southern foreshore. The only additional expense would be the rubble stone required to protect the outside of the embankment, so as to prevent the mud from being drawn into the harbour. He considered that part of the reclamation scheme 1 should be authorised at once, in order to keep the mud deposit within a defined and permanent line, after which all future deposits of silt in Shoal Bay would be helping towards its reclamation. Hβ showed on the plan small jetties and goode« sheds where all the traffic of a ferry service could be conducted, or vessels of small tonnage could be discharged and loaded if required. The consideration of the matter was referred to the Works and Tariff Committee; the report and plan to lie on the table. Northcotk Wharf.—The Engineer sab* mitted a report as to the proposed filling-in and making a solid roadway into the water at the shore end of tkis wharf for a distance of three and a half chains. This would provide a convenient place for depositing clay taken from cutting from the road leading from the wharf. It is proposed by the local Boa.rd to greatly improve the gradient of the road near the wharf. The matter wa« referred to the Works and Tariff Committee, the Engineer to report as to cost. Kangitoto Reef—The Engineer reportta that a detailed surrey of Rangitoto Reef fcad been commenced, and when completed estimates of proposed beacon wouU W submitted to the Board.
