CITY COUNCIL.

The ordinary meeting of the City Council was held last night. Present: The Mayor (Mr. W. R. Waddcl), Messrs. Holland, Evans, Cooper, Devore, Montague, Dignan, Crowther, Goldie, Waymouth, LaKoohe, Stevenson, Kidd, Garratt, Aiokin, Masefield, Holdship, Connolly, and Burns. Correspondence.—Letters received since last meeting were read and dealt with as follows :-Mr. Sperry, Froperty Tax Commissioner, sent a notification to the effect that £900, being the half-year's subsidy under the Local Bodies' Finance and Powers Act, 1885, had been placed to the credit of the borough. Received.—C. W. A. Petersen prayed the Council not to neglect the work already sanctioned in Oliphant-street. The Engineer said the work was to be done in its turn. Reply in accordance with the Engineer's memo, was ordered, and that it would be further considered next meeting.— J. B. Morpeth, captain of the Ponsonby Naval Artillery, requested permission to erect a temporary boat-shed on Shelly Beaob. The Engineer said he would require to see the site and have the applicant on the ground. Inferred pending the Engineer's report. —J. H. Witheford acknowledged receipt of Council's letter accepting the proposal to continuo Lawrence-street to the sea, and said £70 had been subscribed to the work by the residents, which represented one-third of the estimated cost. Mr. Cooper moved, seconded by Mr. Devore, "That when one-half of the cost was subscribed the work to be done." An amendment, referring the letter to the Streets Committee, was carried. William Diunison, Town Clerk of Newmarket, wrote re water supply to the borough, stating that the Ponsonby Reservoir supply would be useless for the higher levels, and asked to have Pyber Pass substituted, and that connection might be made at Gaol Road, in order that there might be pressure to fill a nine-inch main. The Waterworks Engineer reported that the concession would mean extra cost for pumping. Referred to the Streets Committee.— W. J. Mundy drew attention to the nuisance arising through the drainage of Ireland and other streets running on to his property. He said it caused a nuisancs engendering fever. Referred to the Streets Committee to report upon.— J. G. Henderson requested the Council to form and channel Jervois Road. It was an importaut work. A previous resolution of the Council was read stating that the work was ordered to be done in its turn. Reply in accordance with previous resolution ordered. — John Reid, Fort-street, was granted an application to have the footpath in Fort-street asphalted. —J. M. Chambers, Waitemata Bioyole Club, asked permission to use the Domain Crioket Ground on behalf of his club for training in connection with the sports on January 23 as Mr. Murnford had refused permission H. H. Hayr requested to use the ground on January 23 for the Amateur athletic Sports. W. S. Simpson wrote applying for the use of the ground for the Eight Hours' Demonstration Sports on January 29. Mr. Montague moved that the applications be granted. Mr. Laßoche secondod, on the condition that the bicyclists trained on a portion of the ground pointed out by the manager, Mr. Mumford. Messrs. Crowther and Aickin supported it, on the understanding that a sum of £10 per day was charged. Mr. Aickin said ho had attended the last sports, and fonnd them quite equal to those held at Ellerslie, where he paid 10*. Mr. Goldie thought the matter should be referred to the Parks Committee, who would define the training ground, so that Mr. Murnford could not put the cyclists on the hill. It was agreed to allow the cyclists a training track ot 20 feet margin, the track to be defined by tho Parka Committee.Mr. G. P. Pierce requested the Council to fix the levels of the new kerbing opposite the Victoria Arcade. He wrote a further letter, explaining that he wanted the permanent kerbs laid as soon as the boarding was cleared away. Granted.—The Tramway Company wrote, stating that the regulation of the Council re the stoppage of cars at junctions of streets had been advertised. Received.—George Sage wrote re the sloping of his property in Sarsfield-street. The Engineer reported that the levels had not yet been fixed in Sarsfield-street. The applicant could go on building. Reply in accordance with Engineers' memorandum was ordered.

Lkoal Committee.—The committee recommended as follows: Letter from T. McCuskley, taking Council to make him some slight allowance, in consequence of his having slipped and fell cm newly asphalted footpath m Queen-street, nearly ruining a suit of clothes : Committee consider that the Council is not liable. Letter from C. Wood and Co., re compensation for injury received by a horse, owing to stumbling into a large hole in Mechanic's Bay : Committee consider that the Council is not liable. Letter from Dignan and Co., re claim for damage to horse in Albert-street : Committee consider that the Council is not liable. Letter from Secretary Diocesan Board, re permit to make new road off Symonds-street: That same be granted subject to the following conditions, viz.that the smie be drained, kerbed, channelled, and maintained to the approval of the Council (plans to be submitted). Letter from J. A. Tole, re permit to lay out and dedicate to the public a street through the property of Messrs. Tole at the Three Lamps, Ponsonby : That same be granted subject to the following conditions, viz. —that the came be drained, kerbed, and channelled to the satisfaction of the Council (plana to be submitted). Memo from Town Clerk, re sale of Bowling Green : That application be at once made to the Government for proceeds of sale, viz —£800 in terms of Public Reserves Act, 1858. under which the land was sold.—VV. R. Waudkl, Chairman.—Cause 5 was deferred for a month, and the report as amended was adopted. Finance Committee. — The committee recommended as follows :—Letter from A. R. Dunn, re refund of 17s, amount of rates overpaid : That the amount be refunded. Memo, from City Engineer, re Baker-street gully drainage: That the work be done conditionally that the amount be charged to 1887 allocation. Memo, from Town Clerk, re brick building, Chancery-street : Committee have no further recommendation to make. Memo, from Town Clerk, re Market leases : That solicitor be instructed to enforce conditions of sale at once.—W. R. Waddel, Chairman.—Adopted. Mayor's Re-election.-Mr. Montague, on behalf of the Council, congratulated His Worship upon his taking his seat for the third year of office, He (the Mayor) had carried out the business appertaining to the office with dignity to himself and with the utmost courtesy to all with whom he came in contact.-The Mayor thanked the Council for their expression of opinion. Printing.—The following tenders were opeued for printfng :—From Messrs. Wilsons and Horton, W. Atkin, C. Gardner and Co., H. Brett.—Referred to the Finance Committee to report upon. Coal Tenders were reoeived from the following for the supply of coal :—J, J, Craig : Bay of Islands coal, 22s per ton ; Whangarei, 16s 6d; Newcastle, 23s (accepted). Casey and Lovatt: Newcastle, slack, 223 ; ditto, steam. 27«; Bay of Islands, 245; Kamo, 18s; Whangarei, 16s 9d ; Taupiri, 10s. W. and 0. Winstone (at Pumping Station): Taupiri, 16s 5d ; Whauwhau, 17s ; Kamo, 17s 6d ; Bay of Islands, 24s ; Newcastle, 255. S. Smith and Co. : Kamo, 17s ; Bay of Islands, 24s 6d ; Whauwhau, 17s ; Taupiri, 17s; Greymoutb, 26s ; Newcastle, 255. Rsmoval of Refuse. — The following tenders were received :—S. White, £80 per month, £1 per month additional for new streets ; Messrs. Casey and W. Lovatt, £58 per month ; E. Pascoe and Co., £63 per month, new streets, 18s per month ; G. D. Smith, £69 per mouth, new streets, 20s per month ; George Piggins, £80 per month ; J. O'Donoghue and P. Bolton, £59 per month, new streets, 20s per month.—Messre. Casey and Lovatt's tender was accepted, provided they did not charge more than 20s each for new streets. Carting Tenders were received from Messrs. J. J. Craig, H. Smith (Mount Eden), and Casey and Lovatt, for oarting in the eastern division. Mr. Smith's tender was accepted.—The same tenders wera received for work in the western division, and Messrs. Casey and Lovatt'a tender was accepted. Timber.— were received from the following for supply of timber: — Union Steam Sash and Door Company, New Zealand Timber Company, Auckland Timber Company (accepted). Ironwork.—The following tendered for ironwork :—George Leahy and A. Tait. Mr. Leahy's tender was accepted. Mayor's Salary.— Mr. Devore having been voted to the chair, Mr. Dignan moved,. seconded by Mr. LaKoche, that £400, tie

same as last year, be the salary of the Mayor. Mr. Goldie moved as an amendment that the salary be £200. There was no seconder, and an amendment of Mr. Garratt's, that the salary be £300, was put and lost. For: Messrs. Goldie, Laßoche, and Garratt. Against: Holland, Holdship, Evans, Dignan, Connolly, Cooper, Montague, Crowther. Kidd, Waymouth, Burns, and Masefield. An amendment that the salary be £350 was also lost, and the motion was carried. Town Clkrk's Salary. —The Mayor moved that the Balary of last year, £500, be continued. An amendment that it be £400 was lost by 7 to 10. For : Cooper, Devore, Crowther, Goldie, La Roche, Burns, Garratt. Against: Holland, Holdship, Evans, Dignan, Connolly, Montague, Kidd, Waymouth, Stevenson, and the Mayor. Officers' Salaries—Mr. Garratt moved, seconded by Mr. Cooper, that the whole of the salaries of the permanent staff be the same as last year. Carried by 11 to 6. Hobson-htrkkt Cutting.—The report of Special Committee not being before the Council, a number of letters from propertyowners were referred to the committee for consideration, on the motion of Mr. Montague, seconded by Mr. Holdship.—Mr. Montague said the committee would be prepared to submit an entirely different proposal to that at present before the Council. Western Park.— Mayor intimated that he intended to employ a band to play in the Parks, and would discontinue paying for a man to attend the Western Park. to her Levels. — The Engineer (Mr. Ernngton) reported upon a soheme for higher levels : —He said that he was still of the opinion that to construct a reservoir at Mount Eden, as detailed in report above referred to, would be the best plan to adopt, whioh could be filled by pump from Ponsonby, as shown on plan. Should the Council determine on a cheaper plan, a "tower" and standpipe could be ereoted on the reservoir reserve at Kyber Pass, whioh would give ample pressure for fireextinguishing purposes on the highest levels of the city, and would also augment the pressure in the wards of Rarangahape, Grafton, - Newton, and Ponsonby, to the extent of SOlbs per square inoh. In his original design for waterworks it was intended to pump to " Kyber " only as a temporary measure, the mains from Ponsonby being twelve inohes, those from the pumping station to Ponsonby are twenty-one inches. He estimated the saving that would be effected in pumping would more than pay interest on expenditure for pumping appliances, and the cost would be approximate (£2200). He also submitted a plan showing elevations, one tower in briok with base in ashlar, and tho other in iron as shewn ! Referred to the Waterworks Committee to report upon. Assistant Librarian.—Six applications were received for the post of assistant librarian. 1 hey were referred to the Legal Committee with power to act upon. Answers to Questions —In reply to Mr. Cooper the Town Clerk said that several informations had been laid against the Tramway Company for overloading, and had been forwarded to tho City Solicitor. In reply to Mr. Devore the same officer said that the Council were not in possession of any communication from the Tramway Company re the College Road portion of the western circuit and the commencement of the work. The time had expired on June 31, 18S4, and the time had been extended from February 7, 1885 to Maroh 31. Adjournment.—lt was agreed to adjourn until the first Thursday in January. Town Clerk.—The Town Clerk was granted a month's leave of absence.—Mr. Holdship suggested that it should be made a rule to grant the Engineer leave to go to the other colonies, so that he might learn what was going on there. The rough minutes were then read, and the Counoil adjourned at nine p.m. BOARD of HEALTH. The Council resolved itnelf into a Board of Health.—A report from Dr. Stockwell re the bonemill in Freeman's Bay was read. It was resolved to take the noces»ary proceedings to suppress a nuisance carried on in the mill.
