WAIPA COUNTY COUNCIL.

(FROM OUR OWN CORRESPONDENT. 1 Ohaoto, Wednesday. A. meeting of the Council was held yesterday. Present: The Chairman (Mr. Lake), and Messrs. Germann, Ling, Teasdale, Tieda)], Corboy, Grice, Grace, and Atkinson. On the motion for striking a rate of 177ths of a, penny in the £ as security for the last loan of £640, Mr. Corboy draw attention to the alleged neglect of the Nfewcaatle riding, in that none of the money last borrowed under the Roads and Bridges Construction Act had been allocated to it. The Chairman explained that tho amount granted in answer to the application was insufficient to have efficiently carried out the intentions of the Council with respeot to works desirable to be done in the Newcastle riding, whereas there was sufficient to make good work of certain more pressing requirements in other districts, notably the road between Kikikihi and Te Awamntu.—lt was then proposed by Mr. Corboy, aod seconded pro forma by Mr. Lake, " That as" the Newcastle Kiding is not allowed to participate in any of the grant, it may not be included with other ridings to be rated."—An amendment proposed by Mr. Teasdale, seconded by Mr. Atkinson, " That the rate be made as advertised, " was carried, tho rest of the Council voting for the amendment. The by-Jaw rendering the owners of all pigs and goats at large in the county subject to a fine not exceeding £1, in addition to damages and poundage fees, was carried , unanimously. A. letter was read from the Chairman of the Kihikihi Town Board, complaining that the contractors of the works in Lyon-street were depositing earth in Galloway-street, and asking that the same be removed before the 28th inst., and that Galloway-street be restored to its former condition, and that orders be at once given to the contractors to cease from depositing earth or any other matter in any of the streets under the control of the Kihikihi Town District Board. The Chairman of the Town Board, Mr. Farrell, was present, and stated that whilst the earth placed in Galloway-street was improving the grade it was injuring the property of adjacent holders of allotments by altering the grade.—Mr. Grace stated that two-thirds of the earth now there had been, placed there by the old Town Board itself.— The Engineer stated that at least one half had been deposited there by the late Board. —Mr. Farrell admitted that no complaints had been received from property-holders, and the Engineer stated that the propertyholdets concerned had told him to go on with the work, as it was an improvement. Mr. Farrell was asked if he would withdraw his letter, but declined to do do so without authority from his Board. A letter was read from Messrs. Whitaker and Campbell, demanding £40 compensation on behalf of Mr. Elmaley, for injury done to his store by the lowering the pavement in front of it in Lyon-street, Kihikihi.—The Chairman, Mr. Luke, stated that three persons were prepared to swear that Mr. Elmsley had agroed to the alteration of the grade.—The Engineer stated that Mr. Elmsley had agreed to lowering tho street eighteen inches; that the grade had only been roduced one foot decimal 6, and then raised six inches by the application of gravel. The footpaths had not been lowered. It was resolved not to entertain the application for compensation, and a committee of the Chairman and Messrs. Grace and Teasdale was appointed to take steps, if necessary, to defend the action of the Council.

The Council decided to hold over any action on the Bmall birds question, as there had been no material expresaion of opinioD on tho matter given effect to in the Waipa County. Members Beemed generally of opinion that the small birds did more good than harm.

An important question was brought forward with ri-apect to the WhatawhataHamilton road, being portion of the maiu road to Raglau and Kawhia. Mr. Corboy asked whether the Council had anj plan prepared for keeping the new Whatawha'taHamilton road' open. If some 20 chains of ono of the swamp portions were fasoined, the road would bo n good one for tho nexi two years. Tho road was now the beßt portion of the Raglau road. The Chairman said that, in company with Mr. Atkinson, he had oxamined the road, and they were of opinion that the present road could not be kept passable at a cost within tho means of the Council. There was an outfall for the swamp drainings of 25 feet at Rothwell's bridge, but tho main drain would have to bo carried through several hard spurs. They had borod 26 feet in the 40 ohain swamp, and had got no bottom to that; practically there was no outfall, lie with Mr. Atkinson had examined four deviations of the road.

•Mr. Atkinson then proposed that the Engineer roporfc to next meeting on the present road, and on the following proposed deviations, giving estimates of cost of the same—let. Draining and puttiDg in good order and keeping in repair for two years the present county road through the Repu Barakeke swamp. 2. Deviating near Dinadale's on to the old Whatawhata road, with formations and cuttings required on same. 3. Deviating at the Hamilton Borougb boundary, crossing the railway and the bridge near Stokes' farm. 4. Deviating at the bush along the Tuhikarnmea-road to the Bouth of the swamp into Whatawhata, with formation and cuttings on same; and 5. The distance of each route from Hamilton Borough boundary to the Post Office, Whatawhata.
