At the special meeting of the Borough Council called by the ratepayers for yesterday evening, to rescind the motion of the 7th instant, ordering .the discontinuance of the taxation of Mr. Hay's bill of costs, the previous resolution was adhered to, and the matter settled on the following basis:— That Mr. Hay's account be paid on Mr. Hay undertaking to pay all ■ costs already incurred in the proceedings, so far as they have gone, exceeding the amount of £8..
