Tho Philosophical Institute intend holding a conversazione shortly, at which a special feature will be the representation of local industries. Tho City Council have appointed a committee to assist. The second section of the tramway line was commenced to-day from Cathedral square to Papanui. In consequence of the great inconvenience of obstruction to traffic during the construction of tho first section, the City Council have determined to appoint an official supervision of the work. The City Council haa allowed a number of small wooden buildings to be erected on the market reserve, whioh are let at a low rent to stall holders. It was forgotten at the time that the site was within tho fire block, and the Council have consequontly assented to tho ereotion of a quantity of illegal tenements. A volunteer corps is being formed in Sydenham. In consequence of tho withdrawal of tho libel charge against tho Daily Times at tho eleventh hour, Mr Stead has in explanation handed to the press for publication copies of letters from his lawyoro. Those show that aftor advising him that a prosecution would lie, he was suddenly informed that it would be usolesi to go on. Mr Fenwick, however, was not advised, and arrived tonight by trait), being ignorant of tho withdrawal, and had his journey for nothing.
