MANGONUI COUNTY COUNCIL.

The ordinary meeting of the Council was held at II a.m. on Friday, December 7th, 1923, in the County Office, Kaitaia. Present: Crs. A. H. Long * (Chairman), F. Banks, C. J. E. Barriball, J. N. Berghan, E. Evans, D. Kitchen, R. T. Wrathall, and W. Vickers. Condolence Before commencing the business of the Council a vote of condolence was passed to the relatives of the late Mr. Povey, a former member of the Mangonui County Council. The motion was carried in silence, members of the Council standing, and the meeting adjourned. Minutes. The minutes of the previous f meeting as circulated were confirmed. By-Laws Kitchen —Wrathall: That the license fee for bullock waggons carrying up to 6 tons be fixed at £lO per annum. The motion on being put to the meeting was lost, three voting in favour and five against. Berghan —Barriball: Resolved, That the By-Laws, as made at a * special meeting of the Council held on the 23rd day of October, 1923, be adopted, and the seal of the Council be affixed thereto. » Rates on Soldier Settlement Lands. Chairman—Wrathall: Resolved, That the Bay of Islands County Council be informed that this Council disagrees with the prinBl ciple of collecting rates through an embargo on struggling soldier settlers’ cream cheques. Private Telephone Lines. Kitchen —Barriball: Resolved, That the Council grant the necessary permission to G. A. Hancox and others to erect private tele- ■ phone lines across or along the ■ public road, subject to the same * being erected in compliance with the requirements of the Public Works Act.

Awanni Wharf. 1 Chairman —Evans: Resolved, That the Engineer be instructed to have the necessary repairs effected to the Awanui Wharf. Exchange of Lands. Berghan —Kitchen : Resolved, That the seal of the Council be affixed to the transfer ot the Council’s property to the Kaitaia Town Board when the necessary transfer or exchange is made by the Town Board, and all expenses in connection therewith are paid by the said Kaitaia Town Board. Public Pound.

Kitchen—Berghan : Resolved, That the poundkeeper, Mr. J. *Sturmfels, be asked ,to attend the next meeting of the Council re Public Pound matters. Public Pound for Herekiao. * A petition was received from the residents of Herekino praying that a Public Pound be established in their district. Vickers —Berghan : Resolved, That a Public Pound be established at Herekino. Vickers—Berghan : Resolved, That tenders be invited for the supply of a Public Pound Board in conformity with the Impounding Act, for the Herekino Pound. | Tax Collector. ), Banks Berghan: Resolved, That tenders be invited for the position of Tax Collector, Dog Registrar, and County Ranger. Deputation. The President of the Kaitaia Chamber of Commerce waited on the Council in reference to sugHp gested improvements to the Awamr nui Harbour, and introduced to the Council Mr. Blair Mason, C.E. Duncan Road. , Kitchen —Chairman : Resolved, That the sum of £2O be spent in effecting improvements to Duncan Road. Unahi Road. Evans—Chairman: Resolved, That application be made to the Public Works Department for the urgent authority tor the expenditure of the Unahi Road grant of (£250. County Engineer. Kitchen —Barriball: Resolved, That Mr. J. L. Wilson, C.E., be

appointed Engineer to this Council at a salary of £BOO per annum; the Council to pay all travelling expenses whilst engaged on the business ot the Council; engagement to be for a term of five years, and may be terminated during that period on three months’ notice on either side, subject to conditions of severance ; that the seal of the Council be affixed to the agreement and signed.

Tenders. Chairman —Banks : Resolved, That the following tenders be accepted: —No. 35, G. Bonnett, £290/18/2; No. 37, J. Veza & Co., ! N°- 40, H. King & Sons, £468/15/-. Kitchen Banks : Resolved, That Mr. J. Kenning’s tender for contract No. 44 be accepted, with the exception of getting and delivering of metal. Drain at Unahi. Evans Vickers : Resolved, That Mr. Dunlop Smith be notified to have drain cleaned out and a proper crossing put across the same in front of his property at Unahi. Slips on Herekino Gorge Road. Berghan —Vickers: Resolved, That Mr. Bonnett be allowed the sum of £SO for clearing slips on Herekino Gorge Road deviation, according to the Engineer’s recommendation. Reservation of Mangrove Flats Raugaunu Harbour. Banks —Chairman : Resolved, That the necessary steps be taken to have mangrove flats of foreshore around the reaches of the Rangaunu Harbour vested in the Mangonui County Council. Accounts. Kitchen —Berghan : Resolved, That accounts as read be passed for payment. Kitchen Vickers: Resolved, That the Chairman, Crs. Berghan, Banks and Evans, be a Committee to deal with payments before next Council meeting.
