Gentlemen — Observing by the Colonist of to-daj that Mr. Wemyss has announced his resignation as your representative in the General Assembly, and having been asked by a considerable number of the constituency to allow myself to be put in nomination at the last election for the Suburban districts, I at that time deferred acceding to their wishes, believing that Mr. Wemyss would more ably perform that duty ; but as circumstances have occurred which have necessitated his resignation, I at once offer myself as a candidate for your approval. From the length of time I have had a seat in the Provincial Council, also a member of the Assembly in 1856, my political views must be pretty well known to most of you ; consequently I shall content myself with very briefly alluding to a few questions affecting our present political position. The native war question and the peace terms offered by the Government are, " so far as information hae yet reached us," so undefined, that I am unable at present to offer an opinion ; but should I have the honour of being a member of the Assembly, I shall support no Government whose measures fall short oi entire submission by the natives to British law and authority. In Provincial matters I should support every measure which will give effect to the principles of local self-government, believing that purely local affairs are better managed by local supervision ; and I cannot but think that this principle has been departed from in the retention of our gold-fields under general control and management. This subject I have brought before the Provincial Council at present in session, with a view to getting the management of this branch of industry into our own hands, and will, if returned, make it my endeavour to induce the General Government to give effect to the same. The mining interests of the province are, in my opinion, our best inheritance, and no interest more affects the prosperity of the Suburban districts than this one; consequently, we ought to be very jealous in parting with its management. I have only further to add that, should the electors entrust me with their suffrages, I shall do my best faithfully to discharge the duties as their representative.
