DENIAL BY MR HULL

TRL-WAR ULTIMATUM TO JAPAN Washington, Aug. 31. The State Department has released a letter from Mr Cordell Hull, former Secretary of State, denying that his pre-war proposal to Japan constituted an ultimatum. The Secretary of State, Mr Byrnes, released the letter in reply to implied criticism in 'the Army report that Mr Hull presented an ultimatum starting the war when the Army and Navy wanted lime. Mr Hull said his counterproposals ' ffered Japanese substantially economic and other advantages they sought in Asia, provided they gave up their aggressive policies. Mr Hull said he told a War Council meeting on November 28 that there was no possibility of an agreement. The Japanese wer e likely to break out at any time with new acts of conquest.
