MARTIAL LAW DECLARED
COUNTERING MOVE FOR INDEPENDENCE IN ANNAM (Rec. 12. 25.) New York August 28. Saigon radio announced that the Annam Provisional Executive Committee has decreed martial law and a curfew in Cochin-China and southern Indo-China. It added that a revolutionary army was forming in an attempt to maintain Annam’s independence from the French.
