POSITION AT MARTINIQUE
HIGH COMMISSIONER S REQUEST
(Rec. 12.35 pm.) New York, July 4. Martinique radio announced that the pro-Vitfhy High Commissioner of Martinique, Admiral Robert, has presented to Vice-Admiral John Hoover of the United States Navy, a three-point plan to permit Martinique “to pass to another French authority.” The terms proposed are, firstly, a guarantee of the maintehance of French sovereignty; secondly, non-intervention by foreign armed forces; thirdly, the resumption of supply shipments. The radio added that Vice-Admiral Hoover was returning to Puerto Rico to report to Washington.
According to the Washington correspondent of the United Press of America Admiral Robert’s action is interpreted as a surrender of the islands of Martinique and Guadaloupe to the French National Committee of Liberation, which appointed M. Henri Hoppenot as its representative in negotiations with Admiral Robert. M. Hoppenot is now in Washington.—P.A.
