AMERICAN PROTEST
GERMAN ACTION IN EXCHANGE NEGOTIATIONS Rugby, Jan. 12. The United States State Department makes the following announcement, according to a Washington message : “The State Department has been advised by the United States legation at Berne that the German Government has thrown a detachment of S.S. troops around the American group at Lourdes, including diplomatic and consular officers, Press correspondents. Red Cross representatives and relief workers. The German Government proposes to transfer the group from French soil to a site in Germany. The German action was taken while the United States was negotiating through the Swiss Government for an exchange of personnel. It is reported that the German Government thus intends to take upon itself for its own purposes the exchange negotiations. This autocratic action by the German Government was the subject of a protest by the State Department.”— 8.0. W.
