IMPROVEMENTS IN CONDITIONS (Rec. 9.40 a.m.) Rugby, Nov. 25. Sir John Anderson, Lord President of the Council, announced in the House of Commons wartime improvements in fighting services conditions costing the Exchequer £5,500,000 yearly. One change establishes greater uniformity in rates of pay between the lower commissioned ranks of the Navy and Army. A second change increases by £lO the existing outfit allowances to officers of £35 for the Army and £45 for the Navy and Air Force. Tropical kit allowance is increased from £5 to £lO. A third improvement relates to expenses occurring before the birth of a child. In future children’s allowances will be payable to wives from a date three months before the expected birth of a child, instead of from the date of birth—B.O.W.
