Regulations were is*uetl venterday for the purpose of avoiding Ihe holding of local body by-election-during the war by requiring local authorities iu appoint qualified persons to fill such vacancies as The Minister of Internal Affairs (Mr Farry) raid that where a vacancy o< curred in the office of Mayor of a borough, an election would ; till i< quire to be held in the normal wa > in tlie office of a member of a local authority, and an election would noi - ntally require to be held, the new ic gulations provided that an ejection should not be held. The local autho rity v. as required to fill the vacancy by the appointment of a pci on who possessed the necessary qualification* under the relevant statute. If the appointment war: not made within two months of the happening the vac Governor-General to make the required appointment. Mr Parry said the regulation> wfie designed 1o avoid the inevitable distraction in local districts caused by by-elections in tlie present emergency ■onditions. A considerable saving ‘ f paper would be effected and expenditure avoided which could be devoted to more essential purposes.—PA.
