COMMENT BY MR CORDELL HCLfc PRESIDENT'S OPINION RECALLED 'Roc. 1.45 p.m.) Washington, Sept 22. Mr Cordell Hull. Secretary of State, told the Pre-'S that he indicated somt tune amo that the Neutrality Act should be substantially modified. H« leminded the reporters that he and President Roosevelt said at the timO the neutrality law was enacted that it would be as likely to send the country to war as to keep it out. Mr Hull pointed out that the Lend-Lease Act vas based primarily on the doctrirte I of self-defence, and provided a way to Mo further as the necessities for dofence increased. The War Department announced today that 50 members of Britajn's Royal Armoured Corps arrived at Fort Knox to study the operation of American tanks and to qualify as instructors in American tank operations in England and elsewhere.—U.P.A.
