The local agents. Watkin and Wallis, said to-night that an agreement over the j wages question was finally reached today between legal representatives of tiie men and the master, and duly signed on behalf of both parties. When the ship was about to sail, however, the men appeared on deck with their bags 4 and refused duty, demanding that their j wages be paid to them in American J dollars cash The Customs authorities j prevented the crew' from coming ashore, 4 and shortly afterward a police guard j was placed over the ship Further | action is expected. 4
