THREE-POWER CONFERENCE

BRITISH DELEGATE FOR MOSCOW (Rec. noon.) London, Sept. 9. Lieutenant-Colonel Allan Monkhouse. former chief engineer of the Vickers’ enterprises in Russia, who was tried in Moscow in 1933 on charges of sabotage and later expelled, is reportco to be returning to Moscow as one of Lord Beaverbrook's assistants at the ' orthcoming Three-Power-Conference. It is understood that the Soviet expressed willingness to agree to Lieut.Col. Monkhouse’s return. Lieut.-Col.
