PREPARATIONS IN BRITAIN CONSCRIPTION AND COMMANDEER OF ESSENTIAL PROPERTY [U.P.A.—By Electric Telegraph—Copyrightl (Received 13th December, 10.40 a.m.) LONDON, 12th December. The “Daily Chronicle*’ says that simultaneously with conscription in the event of war the Government would immediately legislate to enable the commandeering temporarily of all property essential to the pursuit of a conflict. This would include buildings, fields, woodlands, and mineral and wealth. Limited compensation is probable. The Government is already empowered to take over motors and horses, and rpany are already earmarked for wartime jobs, but a national survey of the remander of the resources would be necessary before commandeering.
