BIG BLACK-OUT NEAR LONDON

RUGBY, sth November. There will be a three-hours blackout covering 640 square miles of Hertfordshire to-night in conjunction with A R.P. exercises on the part of 34 administrative authorities within the county area. It is the first big A.R.P. exercise attempted near London, and it is expected to be the most complete and impressive to date, since the personnel is almost fully recruited. R.A.F. bombers will observe the effect of the black-out from the air.
