PLANNED AGAINST GERMANY ACCUSATION IN HANDBOOK (United Press Association—By Electric Telegraph—Copyright) (Received 19th December, 10.5 a.m.) BERLIN, 18th December. A handbook for German soldiers which is recommended to new recruits accuses Britain, France, and Russia of planning the Great War against Germany. They manoeuvred Germany into tlie necessity of marching through Belgium, which wrongly refused a passage, although Germany was willing to pay for any damage. Britain declared war on Germany on the pretence of defending Belgian neutrality, though she herself violated it.
