FOREIGNERS IN FORMOSA
AMERICAN AND GERMAN , ARRESTED by police tTJnited Press Association—By Electric Telegraph—Copyright) SHANGHAI, 2nd May. Advice has been received here that the Formosan police arrested two Americans and one German named Gates, Wrede and Roubin respectively, on a charge of violating the Shipping Act; also of entering a fortified zone without authority. The trio left Shanghai recently in a small sailing boat for a long cruise, touching at the Philippines, New 1 'Guinea, and possibly Australia, eventually proceeding to Coco's Island seeking to salvage, it is alleged, a gold cargo staid to be sunk there. The Formosan authorities, however, claim that the Americans arc really naval officers and were caught photographing a fortified zone.
